Mr. Mugume is an enrolled Advocate of the High Court of Uganda with a Bachelor of Laws of MUK and a diploma in legal practice of LDC. He also holds an MBA from MUK. He joined UPHL in 2011 as a Legal Officer and Head of
Administration. He was appointed to Company Secretary in 2013 and to Managing Director in 2019. Prior to Joining UPHL, he worked with the Legal Aid Project and the Inspectorate of Government.
